CONSTITUTION

ARTICLE I:
The name of this organization shall be the "New England Intercollegiate Baseball Association" (NEIBA).

ARTICLE II:
Objectives of the Association shall be:
1. To help improve collegiate baseball in New England;
2. To help promote college baseball in this area;
3. To encourage among New England coaches a deeper sense of responsibility for the conduct and development of the game of baseball in accordance with the highest tradition of intercollegiate competition;
4. To discuss matters of mutual interest regarding baseball;
5. To assist in the dissemination of baseball information through discussions, meetings, clinics, etc., to all interested coaches in the area;
6. To participate in at least one annual meeting.

ARTICLE III:  Membership and Voting
Membership is open to any active baseball coach of a New England area College.  This is meant to include junior colleges and community colleges, as well as traditional four-year colleges and universities.
Membership fees shall be paid annually by each member.  The amount shall be set by the Executive Committee or by the Association.
Each member shall be entitled to one vote.

ARTICLE IV:  Officers and Duties
Section 1. Officers elected shall be the President, Vice-President, and Secretary-Treasurer.
Section 2. The term of office for the President and the Vice-President shall be one year, but they may be re-elected once.
Section 3. The term of office of the Secretary-Treasurer shall not be limited.
Section 4. A candidate for President must have served on the Executive Committee.
Section 5. The duties of the President and the Vice-President shall be those pertaining to such offices.  The President shall prepare a written agenda for the annual meeting of the Association.
Section 6. The Secretary-Treasurer shall supervise the Association's correspondence, membership list, notice of meetings, financial report, and other such duties as necessary to the office.  The Secretary-Treasurer shall make an annual report to the Association.                                                                                                                  

 Section 7. (New Section) The Vice-President shall assume the role of President after the All Star game.  The President shall be nominated by the Executive Committee at the November meeting and approved by the membership during the January meeting.

ARTICLE V:  Executive Committee
Section 1. The Executive Committee shall consist of the officers and a representative from the four-year colleges from each state, except Massachusetts, which shall have two, one eastern and one western.  One representative shall be from the junior or community colleges (if appropriate).
Section 2. The term of office for the members of the Executive Committee shall be three years.  To aid in the election members to the Executive Committee, the following system of rotation is set forth:

Section 3. The Executive Committee shall manage the affairs of the Association, regulate funds, set annual meetings, etc., subject to the approval of the Association.  The President of the Association will act as President of the Executive Committee.             

Section 4. The Executive Committee shall meet at least twice annually to conduct the business of the Association and prepare for the annual meeting.  Special meetings may be called by the President.
Section 5. A quorum of five members of the Executive Committee shall constitute a meeting.
Section 6. All action of the Executive Committee shall be reported annually to the Association and shall be subject to the approval of the Association.                                                                                                                       

Section 7 (New Section) All divisions shall be represented among members of the Executive Committee.  It is strongly recommended that the President and the Vice-President shall rotate in order by division.

ARTICLE VI:  Committees
Any committee deemed appropriate by the President may be appointed, with a report given at the annual meeting.  If the committee will be a continuing one, membership rotation should be considered annually by the President.

ARTICLE VII:  Elections
Nominations shall be made by a Nominating Committee.  Elections shall be conducted under the direction of the Chairman of the Nominating Committee.

Committees:
1.  Honors Committee (comprised of the last three Presidents with the chairman being the next former president to leave the committee)
2.  All-Star Game Committee
3.  Rating Poll Committee

ARTICLE VIII:  Amendments
Section 1. All proposed amendments shall be submitted in writing to the Secretary or President of the Association, at least two weeks prior to a meeting of the Association.  It may then be voted on at said meeting or the proposed amendment may be submitted at one meeting and voted on at the next meeting.
Section 2. The proposed amendment, together with the opinion of the Executive Committee, shall be read at the meeting upon which it will be acted.  A two-thirds majority of those members present and voting shall be necessary for the adoption of said amendment.
